Margao: Concerns over the Regional Plan (RP) 2021 dominated the
Sao Jose De Areal
gram sabha on Sunday. The village, which has a significant
Scheduled Tribes
population, opposed potential land use changes converting agricultural lands and hills into settlement zones.
The meeting highlighted the opposition to RP 2011, during which the village developed detailed land-use maps through community participation. Villagers said these maps, though officially submitted, were excluded from the final planning documents by the chief town planner.

discussed how RP 2021 allocated 20 crore sqm for settlements and industries, deviating from community plans. The implementation of RP 2021 in 2018 and amendments to the
TCP Act
(sections 17(2) and 39A) raised concerns over piecemeal zone conversions.
The assembly passed three key resolutions: preparing RP 2035 at the gram sabha level, revoking TCP Act sections 17(2) and 39A, and withdrawing the March 28, 2018 order implementing RP 2021.
The panchayat was instructed to communicate these resolutions to govt officials, including the governor and chief minister, for implementation.
