Atishi on Wednesday served
showcause notices
to secretary and director of education department for allegedly transferring 1,009 teachers who have completed 10 years at a particular school in “violation” of her verbal and written directions.
Atishi, in the notices, claimed that by “wilfully disobeying” her directions, the two officials not only acted against the Constitutional provisions that the elected govt exercised complete control over transferred subjections but also violated the service conduct rules.
The minister has asked the two officials to respond to the notices within three days.
Both the secretary and the director of the education department could not be contacted for their reaction.
In a circular issued on June 11, the directorate of education had made it mandatory for all govt teachers working in the same school for more than 10 years to compulsorily apply for transfer online, failing which, they will be transferred to any school.
Atishi, in the notices, said that she had verbally directed the officials in a meeting on June 28 and later issued written directions to the directorate of education on July 1 to recall the direction and ensure that no teacher be transferred only because he or she had completed more than 10 years in a particular school.

“dismantles the unique relation between a teacher and their students built over several years of trust and bond”. She added that abrupt transfer of teachers would “detrimentally impact the motivation amongst teachers, snapping their links with the community and the students, and scuttle the continuous progress of students” in state-run schools.
Atishi also directed the secretary (education) to ensure that no decision that affected the “morale or working condition” of a teacher in Delhi govt schools was taken without concurrence of the minister in-charge in future.
