Panaji: The high
court
of Bombay at Goa on Friday directed the
highway administration
to look into some of the hoardings along the National Highway 66 passing through Goa as they pose grave danger to those travelling.
It directed govt to initiate appropriate action against such hoardings which are coming up in large numbers.
“It is common knowledge that this highway is a very busy one over which thousands of vehicles ply throughout the day.
These hoardings, some of which are brightly illuminated, fall directly within the line of sight of vehicles plying on the road which poses grave danger and a direct threat to the safety of those travelling,” said the division bench of Justices M S Karnik and Valmiki Menezes.
The court told the advocate general to take instructions from highway authorities and SP
traffic
to record the measures that will be taken to curb the menace.
“In the meantime, we make it clear that it is open for the authorities to take action against such illegal hoardings. The report should be placed on record by the next date,” the HC said.
Senior advocate (amicus curiae) S D Lotlikar told the court that several hoardings routinely come up on temporary movable platforms adjacent to National Highway 66, without permissions from highway administration.
The high court issued notice to
Vinsan Graphics
after it was told that a work order related to display of advertisement and drawing of cables on electricity department infrastructure in Panaji on Jan 7, 2022, was issued to it. “It is brought to our notice that the advertisements are being displayed by the said agency without obtaining necessary permissions,” the court said.
The court also issued notice to
Rajdeep Builders
after the amicus curiae drew the court’s attention to large hoarding set up in the name of ‘Rajdeep Builders’ which prima facie appears to be directly within the line of sight as per the photographs produced. Such large hoardings on top of buildings in the name of Rajdeep Builders are located at several places in Goa, the court was told.
“Considering the allegations about several such hoardings coming up on top of the buildings in the name of Rajdeep Builders, we deem it appropriate to implead Rajdeep Builders in this,” the HC said.
