Panaji: The SP,
traffic
, has issued the standard operating procedure (
SOP
) for initiating action against
hoardings
mounted on trolleys and placed along roads.
According to the SOP submitted to the
high court
, those in charge of traffic cells will identify hoardings that impede the traffic flow in their jurisdiction and send a report with photographs to the local
police
station for the
removal
of such hoardings.
The state police control room will be informed about the reports sent to police stations for initiating action. Copies of the reports will be forwarded to the traffic cell and DySPs, traffic. The DySPs, traffic,
will follow up on the matter with the sub-divisional police officer concerned.
The SOP further states that the traffic DySPs will submit weekly reports on action taken against the hoardings.
The HC said that it is satisfied by the SOP. On the illegal hoardings at
Mapusa
, the HC was told that 18
show-cause notices
were issued. The HC was also informed that 14 of those notices were withdrawn because the hoardings had been put up before the Goa Land Development and Building Construction
Regulations
, 2010, had come into force.
“We are not at all satisfied with the manner in which the show-cause notices are withdrawn as this would virtually amount to permitting the hoardings to remain forever,” said the division bench of justices M S Karnik and Valmiki Menezes. Stating that it would be proper to hear the affected parties and then pass orders, the HC told the Mapusa council to inform the 14 parties to appear in the next hearing.
