Panaji: Due to the non-availability of
qualified candidates
, the
state cabinet
on Wednesday approved re-employing 11
retired headmasters
of
govt high schools
contractually for one year or until the posts are filled permanently.
There are 78 govt high schools, mostly in the state's rural areas, that cater to the educational needs of students. The non-availability of qualified candidates from the feeder cadre for the headmasters’ positions has proved to be a significant challenge for these schools.
Fourteen officers promoted from the feeder cadre are not eligible for the post of headmaster according to the recruitment rules.
This shortage has led to a vacuum in school administration.
“Against the above background, state govt has approved the re-employment on a
contract basis
of retired/retiring headmasters for one year or until the posts are filled on a regular basis, whichever is earlier, subject to the conditions of re-employment and willingness of the officers concerned,” the cabinet note stated.
Presently, the position of headmasters at these institutions has been filled by officers posted in the nearest govt high schools as an additional charge. This arrangement hampers the effective functioning of the
educational institutions
, adversely affecting the academic pursuits of students, the cabinet said.
The cabinet stated that the remuneration shall be as per the guidelines fixed for retired employees, as may be determined by the department of personnel and finance (revenue & control).
