Hotels, restaurants, clubs, resorts, organisations and others who want to host New Year gatherings, will have to obtain permission from the city police before 5pm on December 28. Celebrations will have to be limited strictly to 12am on December 31, and there will be no permission for DJ parties.

Further, permission will be given on a condition that necessary changes in programmes will have to be made if the government issues separate guidelines to check the spread of Covid-19.
Mangaluru city police commissioner Anupam Agrawal has issued guidelines for the public, hotels, restaurants, clubs, resorts and organisations regarding the New Year celebrations. Accordingly, those who are holding New Year celebrations indoors will have to apply for prior permission from the office of the city police commissioner.
“The city police will verify the applications and take an appropriate decision to allow or reject permission for events. Legal action will be initiated against those who hold New Year celebrations without prior permission,” the commissioner said.

Bars and restaurants and other outlets serving liquor should compulsorily obtain separate permission from the excise department if they are planning to serve liquor beyond the prescribed time limit during New Year celebrations. They should follow the rules and guidelines of the excise department. Consumption of liquor and smoking in public places, including bus stands, parks, playgrounds, railway stations and bus shelters are prohibited. Further, action will be initiated if students and youths are found to be misbehaving in public places during midnight on December 31, the commissioner said.

Permission should be obtained for the use of loudspeakers, and the organisers should adhere to the Noise Pollution (Regulation and Control) Rules, 2000, and follow the guidelines of the Supreme Court, he added.
