Minimum pay will increase for NYC delivery workers

NEW YORK CITY (PIX11) – The minimum pay rate for New York City app-based delivery workers is increasing again on April 1. 

Starting April 1, all app-based restaurant delivery workers will earn $21.44  per hour before tips. It’s the last of a multi-phase wage floor increase bringing delivery workers' hourly rate to $19.96, plus a 7.41% inflation adjustment.

In 2023, the city implemented its first minimum pay rate of $17.96 for app-based restaurant delivery workers. After the initial minimum was announced, major delivery apps sued the city, delaying enforcement of the minimum pay rate. 

Then in 2024, the city increased minimum pay to $19.56 per hour before tips. 

In 2024, the city had an estimated 60,000 app-based delivery workers, according to then-Deputy Mayor Maria Torres-Springer.

In the last quarter of 2024, app-based restaurant delivery workers made $22.28 per hour on average -- an 84% increase from the year before, according to city data. That increase came primarily from a 166% increase in hourly pay, balanced out by a large decrease in tips.
