NEW YORK CITY (PIX11) – A judge temporarily barred Mayor Eric Adams and other city officials from authorizing federal law enforcement to open an office on Rikers Island, court records show.

First Deputy Mayor Randy Mastro on April 8 issued an executive order to allow federal immigration authorities to maintain office space and coordinate enforcement at Rikers Island.

A week later, the New York City Council filed a lawsuit requesting a judge block the executive order, citing an alleged quid pro quo between the mayor and the federal government. Adams has denied that he traded cooperation with federal immigration enforcement in exchange for his bribery case being dropped.

A judge on Monday issued a temporary order to block the cooperation with federal law enforcement until the conclusion of a hearing on April 25.

"City Hall and all other New York City government officials, officers, personnel and agencies are prohibited from taking any steps towards negotiating, signing, or implementing any Memoranda of Understanding with the federal government regarding federal law enforcement presence on Department of Correction property," Judge Mary Rosado wrote in her decision.
