excise duty
or
licence fee
as per the new
Rajasthan Excise
and
Temperance Policy
released for the 2024-25 fiscal on Thursday.
But the dealers who are planning to renew their licences will have to cough up 10% more as guarantee amount. It also allows producers to increase ex-distillery, ex-bottling and ex-winery prices to meet increasing cost. This, however, will not result in any increase in prices for the end customer, said

The policy has kept the number of liquor stores the same as before, with 7,665 outlets under the composite category. "Shopkeepers have the option to renew their licences for the upcoming year, with a 10% increase in the annual guaranteed amount," says the policy.

To produce country liquor, an import fee concession has been granted for up to three lakh bulk litres of extra neutral alcohol (ENA).
The policy also allows for establishing micro-wineries, promoting higher prices for fruit produce, and manufacturing and selling heritage liquor and wine on a contract basis.
"Processes have been simplified to enhance ease of doing business, with district-level officers now responsible for issuing all types of licences. Online auto approval and demand submission, along with direct supply from manufacturers, have been introduced. The system also includes vehicle registration by authorised agencies for liquor transportation and a randomised inspection system to prevent illicit liquor," says the policy.
The temperance policy emphasises strict action against liquor advertisements, clear warnings to be given on the ill-effects of alcohol consumption on packaging, and prohibits the sale of liquor to minors. Penalties are to be imposed for consuming liquor in public places.
It also calls for effective control of illicit liquor through joint policing and the
Mukhhir Protsahan Yojana
under the chairmanship of the divisional commissioner in border districts. "The comprehensive approach of the Rajasthan Excise and Temperance Policy reflects the state's commitment to balancing the interests of stakeholders while addressing societal concerns associated with alcohol consumption," reads the policy.
