on Saturday refused to appear before the agency for questioning, skipping second summons issued to him in less than a week.

As reported by TOI, Karti was earlier summoned on December 12 in the Chinese visa case. A second summon was issued the same day, asking him to appear for questioning four days later, on December 16.
Karti, in a letter sent to ED seeking exemption from appearance, questioned the motive of the agency when, as he claimed, there was "no question of the noticee (him) being in possession of any alleged proceeds of crime". This is the third case in which he has been asked to appear for questioning, the earlier two being the Aircel-Maxis and INX-Media cases.
